Meeting Terms FAQ

An ordinance is a local law. Once adopted, it remains in effect until amended or repealed, and it is enforceable. Violations can carry penalties such as fines. Ordinances are used for matters like zoning, building codes, business licensing, and the annual budget or tax levy. Because they carry the force of law, ordinances require a more formal process than a resolution: two public readings, a public hearing in certain cases such as zoning changes and the budget, and a recorded vote.

A resolution is a formal statement of the Board’s position, decision, or intent. Resolutions handle administrative and operational matters rather than creating local laws—such as approving contracts, accepting grants, supporting a state or federal actions or recommendations, authorizing purchases, or hiring personnel. Resolutions are typically passed in a single vote and take effect immediately.

Suspending the rules is a temporary measure the Board uses to handle time-sensitive or urgent business more efficiently.

It allows the Board to briefly set aside standard meeting procedures so they can discuss or vote on an urgent item immediately.

  • It is temporary: The rules are only paused for that specific topic or vote.
  • It requires a high threshold: A two-thirds supermajority vote of the Board is required to approve it.
  • State laws still apply: The Board cannot suspend state open meeting laws, public notice requirements, or quorum rules.
